与建设局对话

2022年1月27日,由董事会发起和组织,我会与建设局进行了一次深入的线上对话。

出席本次对话会的包括建设局 Partnership Engagement Group 的主管 Reginald Wee 先生和助理 Claryce Ng 小姐,以及我会会长黄世荣先生,副会长陈文庆先生,副会长林铭铭先生,总务林特发先生,财政彭雅誠先生,副商务洪惠珍小姐,查账王思伟先生和俊和私人有限公司的代表 Leo。

我会就当前建筑行业及建筑材料商所面临的困境和挑战,向建设局发表了从业者的担忧和看法。本次对话涉及的议题包括:

  • 因新冠疫情的影响,建筑业所面临的因客工短缺而导致工程延误的问题;
  • 因边境管制而受严重影响的供应链以及客工人数;
  • 我国面临的高地价和高税收的问题;
  • 以及中小型企业建材供应商因疫情的冲击,可能面对的货源涨价,交货中断,现金周转,无法履行旧合约等等问题。

我会希望建设局可以帮忙传达从业者的心声,为业者排忧解难。

Reginald Wee 先生鼓励企业保持坚韧不拔的精神,加强同行间的相互合作和支持,促进行业自动化和数码化以达到提升和转型。

会长黄世荣先生也借此机会表达了对绿色建材的兴趣 ,以及愿与高级学府合作研究发展新的绿色环保建材的意向,并感谢Reginald Wee先生抽空参加本次对话会,也希望将来有更多此类的对话机会。

第59届 董事会就职典礼

我会于今年11月17日下午4时,在裕廊镇商团中心举行第59届董事会就职典礼,我国国家发展部长李智陞先生亲临主持仪式,并发表演说。

由于疫情期间的安全措施及人数限制,就职典礼除了新任董事,只邀请中华总商会,六商团,建筑专业联盟,玻璃公会,木材总会以及装修商联会的代表出席观礼。

仪式过后,李部长在茶点时间与出席者进行超过一小时的亲切交流,细心听取诸多提问,更关心作为中小企业的建材商,在严峻疫情中所面对的冲击和影响。

国家发展部长李智陞先生、中华总商会总务委员会主席白毅柏先生、文礼公民咨询委员会主席黄龙金先生、六商团、建筑专业联盟、木材总会、玻璃公会、装修商联会各位领导、各位董事同仁,大家下午好!

首先,我代表公会,向百忙中抽空前来为我们主持仪式的李智陞部长表示衷心的谢意!

谢谢李部长在疫情期间,这个困难的时刻和非常时期莅临主持仪式,为我们鼓励和打气。

冠病已在全球肆虐两年,新加坡也无法幸免。除了性命安全受到威胁,国人的日常生活全都走样,各行各业叫苦连天,建筑业更是首当其冲,雪上加霜。

建筑及相关行业包括我们建筑材料供应商,目前都面对:工程延误、人手短缺、材料涨价、供应链中断、现金周转等等头痛问题。而在可预见的将来,因为这种种问题引发的工程合约争执和纠纷,将会接二连三地浮出台面,可能导致更多大小承包商“关门大吉”。

今天出席的嘉宾都是建筑界同业,相信大家都有同感。也许仪式过后有机会和李部长表达心声,吐吐苦水,希望部长能指点迷津,引导我们走出困境,度过难关。

建材公会今年92高龄了,面对这个高科技的商业大环境,是个很大的挑战,但老人家也不得不学习改变和转型。

这一届的新董事会,老、中、青都有,绝大部分都比我年轻。我们寄望他们在前辈奠下的基础上,能推陈出新,积极转型。

近三年来,我会租出自置的会所,搬来商团中心,和龙头老大总商会以及30多个商会为邻,互相扶持,共享资源。

我们也利用商团中心的共用秘书,加强和提升会务的运作和素质,为逐步转型打好基础。

对外方面,我们和中国——东盟商务理事会在2015年建立联系,签订备忘录,成为东盟(亚细安)的一份子,被委任为理事会属下“建筑行业合作委员会”的成员,而今年,由本区域15个国家,包括中国、日本和澳洲在内所成立的RCEP(区域全面经济伙伴关系协定)属下的“产业合作委员会”,我会也是委员之一。  

这些国外的联系,让我们有机会走出国门,开拓海外市场,这也是商团转型的重要一步,是新加坡的生存之道。

最近在英国格拉斯哥召开的世界气候大会,让我们深深感觉,地球生病了,而且病得不轻。我们都是地球的一份子,作为建材供应商,寻找创新的绿色材料,一直是我们的目标和责任。去年,公会和新加坡理工学院签署了一份合作备忘录,期待研发可持续的、适合热带气候的绿色材料,希望为环保尽一份力。

随着疫苗接种率提高,政府采取“与冠病共存”的政策,我们只有期待禁令逐步放宽,日子回复正常,公会能够开始实体活动,我们可以走访会员,可以出国考察,我们新成立的青年团也能动员起来,更希望不久也能够回去“燕阁”举杯饮胜,再唱卡拉OK!

最后,再次感谢李智陞部长和在座所有嘉宾前来出席我会就职典礼。在此祝愿大家事事顺心,健康平安。谢谢!

[COVID-19] Time-limited Rostered Routine Testing + Rental Waiver Framework

Time-limited Rostered Routine Testing (RRT)
MTF announced on 6 September that there will be a time-limited offer to companies of 8 kits per onsite employee, to carry out weekly testing of staff over a two-month period. Sign-up is voluntary. Companies which receive the kits are *required* to conduct weekly testing for onsite staff. 
 
These tests can be self-administered at home, or at work premises. But employers must put in place a process to ensure that the tests are done properly and report the results to the government.  Compliance audits will also be done.
 
Do note that this is not eligible for employees currently under the mandatory Fast And Easy Testing (such as retail mall workers, F&B and personal care outlet workers) and mandatory PCR testing.

Rental Waiver Framework
The Ministry of Law has introduced a Rental Waiver Framework to assist SMEs and specified Non-Profit Organisations (NPOs) affected by the tightened safe management measures during Phase 2 (Heightened Alert) (P2(HA)).
 
The Rental Waiver Framework complements the suite of support measures that the Ministry of Finance introduced earlier to cushion the economic impact of the P2(HA) on workers and businesses. This included one month of rental support in total under the Rental Support Scheme (RSS), paid out as cash to qualifying tenants in privately owned commercial properties.
 
Under the Rental Waiver Framework, landlords will be required to provide a rental waiver of 2 weeks of gross rent to eligible SME and NPO tenant-occupiers of qualifying commercial properties. Taken together with the RSS cash payouts, these tenants will benefit from a total of about 1.5 months of rental support.

[BCA Circular – COVID19] Vaccinate or Regular Testing (VoRT) for migrant workers (MWs) in the Construction, Marine and Process (CMP) sectors

From 1 Oct, higher-risk MWs in CMP sectors and dormitories take additional Antigen Rapid Tests (ART), in between Rostered Routine Testing (RRT).
– Enables quicker detection of COVID-19 cases, reduce disruptions to businesses and MWs
 

• Vaccinated workers

– 1 additional ART

– Government to continue subsidising RRT and ART costs
 
• Unvaccinated workers
– 3 additional ART
– Employers or workers to bear costs of two additional ART, government to cover cost of RRT
 
• Workers medically ineligible for COVID-19 vaccines
– 3 additional ART
– Government to continue subsidising costs for required testing 
– Employers to declare MWs’ medical status by 13 Sep
 
– Beyond 2021, employers should be prepared to factor regular testing costs into business operations.

Support package for Phase 2 (Heightened Alert)

In view of the tightened Safe Management Measures from 22 July 2021 through 18 August 2021 (inclusive), the Government has released a support package to cushion the impact on workers and businesses.

Enhanced Jobs Support Scheme (JSS) for Affected Sectors

  • From 22 July to 18 August 2021:
    • JSS enhanced to 60% for sectors where the tightened measures require them to suspend many, if not all, of their activities (e.g. F&B businesses, gyms, fitness studios, performing arts organisations and arts education centres)
    • JSS enhanced to 40% for sectors that are significantly affected by the restrictions (e.g. retail, affected personal care services, tourist attractions, licensed hotels, cruise and regional ferry operators, MICE organisers, travel agents, museums, art galleries, cinema operators and other family entertainment centres)
  • From 19 August to 31 August 2021:
    • JSS tapered to 10% for both groups of businesses
  • More details on the JSS enhancements for affected sectors can be found here

Rental Relief for Commercial Properties

  • Additional 4-week rental waiver for qualifying tenants on Government-owned commercial properties
  • Additional 2-week rental relief cash payout for qualifying* tenant-occupiers and owner-occupiers of privately-owned commercial properties under the Rental Support Scheme (RSS); more details to be made available on the Inland Revenue Authority Singapore (IRAS) website
  • To ensure fair burden sharing, the Government is looking to require sharing of rental obligations between the Government, landlords and qualifying tenants; more details to be announced by the Ministry of Law in due course

*Small and Medium Enterprises and eligible Non-Profit Organisations with an annual revenue not exceeding $100 million, who are tenant-occupiers or owner-occupiers of qualifying commercial properties, will be eligible for rental relief.

Extension of Food Delivery Booster Package / Continuation of E-Commerce Booster Package

  • The Food Delivery Booster Package will be reintroduced to defray part of food delivery costs via food delivery platforms and third-party logistics partners for transactions made from 22 July to 18 August 2021
  • The E-commerce Booster Package (available till 16 November 2021) will provide support for local retailers to get on-board local e-commerce platforms
